I only wish that ramming with certain would do more damage (e.g. I usually fight with the medium cannon btw, unless I want some distance or on contrary, a knife fight. Also note that each time you load the game, you have the default cannon and torpedo launcher selected. Those rapid-firing cannons you mention are possibly close range, so keep your distance as fighting it with slow firing long range krok might not be the best way. I would say to choose cannon type depending on distance. Follow-up shot is harder to hit because the X will bounce around a bit and that's when accuracy stat of your gunner+their crew comes into play - more accuracy translates to less bouncing sooner. If you fire at that moment and the enemy won't change their attitude, you will score a hit because the calculations are real time and pretty much close to 100% accurate from my observations. If you center your reticule on the circle, you should see green X. This combined with the attitude of enemy translates into target cueing. note that your attitude (speed, heading) influences your shots. Krok is long range cannon, right (15k gold)? If so, your best bet is to sonar/ping the enemy sub so you can see its targetting cue and then aim at the circle which is connected with the enemy sub by a line. top turrent won't fire and will be displayed red if you look and want to shoot under your sub, etc.). Which one will fire next in fireing order and whether it's ready or unavailable to shoot (due to angle, e.g. Circles around your reticule represent your turrets.
